Can RTX 3080 take full advantage of this motherboard?

The motherboard won't be the bottleneck. The CPU, RAM, and PSU are what you need to worry about.

It's a B550 board with an X16 pcie gen 4 slot.  It will work with that GPU just fine.  

How well it works depends on the rest of the system.
