So ill start with the specs, i'm running:

Intel i7 3970x

Corsair H100i

Intel DX79SR Motherboard

Seasonic 850w PSU

NVIDIA GeForce GTX 660

32 GB corsair vengeance ram.

So this computer is a studio computer that also runs a broadcast system for the local station that myself and a few other individuals volunteer at. The computer runs premiere pro a lot of the time and also converts video formats. it runs in a room that is below 20 degrees Celsius most of the time. It is also used for live capture and broadcast and is equipped with a few blackmagic cards as well as an avermedia card. It also runs a raid array internally without a dedicated raid card. Now the problems:

I went to use the computer on Monday to find it was being very sluggish despite not having any load being put on the computer. I thought I would give a reboot a try. It shut down without a hitch, but when it went to start again, it was taking forever to post and when it did finally make to the bios screen, it shut down and started over, i watched it do this cycle a number of times before it finally stopped at a screen telling me that the processor had encountered an overheating event. I know that the processor would run at the very hottest around 60 degrees under max load, and as far as i know the point at which the processor will start to show signs of  overheating is far beyond that temperature. I have since managed to get the computer to boot, but the raid configuration got split, which is another problem entirely. But now the processor is running consistently above 50 degrees. I am pretty sure that the cooler is running properly as one tube is hot, and the other is cool to the touch. I also applied new thermal paste (MX-4) and had little success. im mainly looking for a solution to the new temperature problems but some insight to getting the data off of my raid 0 drive would be much appreciated. please ask me any questions you may have and i will get back to you asap.

I wasn't sure if it would be the pump, as the corsair link is reporting the pump is running at 2229 rpm and the output tube is hot to the touch and the intake tube is cooler, i could test the cooler by using it on a different computer and comparing the results, but im thinking its unlikely to be a dead pump.

Just touch the tubes if you feel any vibration the pump is working. If the pump is dead the bios will report 0 rpm, ive had this many times before.

i can feel the pump vibrating through the tubes as well as on the block, and the bios is reporting around the same rpm as corsair link is.

have you tried another cooler on this machene, just to make sure it is not the cooler. maybe the cpu is for some reason running at really high voltages i would check them in bios, it should not be above 1.3 i think

Yeah, check CPU voltages in the BIOS. If it's set to auto, set it to whatever the stock voltage for your CPU is.

So after trying many things and nearly giving up, i decided i would try a different cooler, and the people that posted here at first were right. The h100i I had failed and was not putting water through the radiator for some unknown reason and all it took was me trying my own h100 to find the solution. Now off to the corsair rma page!
