All modern GPU's do this to some degree. It is normal, just like fan noise. It will not get worse.

Could it have happened because my PSU is low quality? I mean I paid a lot for this card and the Coil Whine made me upset. Not because the noise disturbs me but it will be an issue when selling the card second hand

Your PSU did not cause it. It's a physical property of the way GPUs operate. Some have it, some don't.

A new PSU will not change anything.

 

If it bothers you that much you can try to RMA, but not all manufacturers will accept coil whine as a valid reason for return.

Coil whine has to do with the way that inductors/ transformers vibrate at a frequency that lies in the spectrum that humans can pick up, roughly 20 Hz to 20kHz. That is one of the reasons why it is a high pitch sound that is irritating. Coil whine also varies with the amount of load that the component is under, so you may here it when the graphics card is working really hard and at other times that the graphics card isn't. If I were to turn down my fans and not use my speakers, then I can hear coil whine from my graphics card but coil whine doesn't bother me.
