RDR2 performance issue

So I'm having a problem where I either have to listen to my GPU buzzing but have nice performance without any FPS drops (NVCP performance mode set to maximum performance OR adaptive) or experience occasional stuttering but the GPU is quiet (NVCP performance mode set to optimal).I think it might be that optimal is a bit conservative with GPU clocks and clocks higher when there are FPS drops where maximum performance/adaptive prevents the FPS drops altogether. These are my specs:
