Now you have specs which was somehow important for you to solve op problem. Please help him, but I expect solution will be related to specs, not some general advices.

How specs can help in this case? No matter what specs, solution will be always the same - check hardware, cables, try to boot with single ram stick etc.

It could be that something is not being recognized.

You get the loading dots and your PC is posting, (showing motherboard splash)? Or you get a post with no loading dots? The latter could be from a piece of hardware that is conflicting with startup or is disabled in startup. Maybe try using another keyboard if you have a spare or as shared in retrospect try all of the obvious solutions.

Also, since you can check, go into BIOS and see if your boot drive is selected for Windows startup. (This seems like a really dumb one).

I decided to Google this out of curiosity and it's all over the internet. I'm seeing a lot of "dead motherboard" results. So maybe you just got very unlucky, send it back or send it in for a second opinion in person somewhere.

It's probably a big overlooked nothing burger.
