PLEASE HELP ME

Please help me! I dont know the exact reason but my pc is messed up please help. I download some file that had a virus of dome sort of virus and i scanned my pc and needed to restart to remove it. It said update and shutdown so i clicked that insteas of restart by accident and then when while it was closing my pcs socket disconnected from my wall by a little but my pc closed. When i tried turning it back on (i have a z370 pro mb) it blue screened wirh nhfs error then it restarted a couple times then it black screens with a weird cursor as if on a different resolution. I then went into the bios (please dont ask me why or what i was so stressed )i turned on msi fast boot and now i cant even go into bios or anything. I had a plan before of getting windows on a usb and then trouble shooting or wiping my drive but now i think that is impossible idk how.i looked things up and discovered you can reset bios but i dont have any jumper caps and my massive rtx 2080 covers jbat1 and im scared to remove it (as you can tell i did not build my pc) I honestly dont know what to do please help me
