Question:

Would a full upgrade be worth it or should I just upgrade my graphics card?

I’m currently debating whether to get a RTX 3070 when it releases, or do a more complete upgrade:

Ryzen 7 3700X

RTX 3080

MSI B450 TOMAHAWK

EVGA G3 850W

at that resolution, your cpu can probably do fine. get a 3070/3080 and overclock your current cpu if you haven't already.

if you go for 3070, your current psu is fine, for 3080 you'll need a new one.

if you decide to upgrade cpu and mobo, go for a b550 board and a new 5000 series cpu (5600x)

you should probaly just do a full upgrade for everything the i5 6600k is pretty old and underpowered and will be a bottleneck for a 3080

at 4k, even with a 3080 the cpu doesn't make a difference in gaming, so if only gaming, OP doesn't need a cpu upgrade.

Gaming at Ultra settings on a 1440p UW... You'll want a 3070 at least.  CPU should be fine for a bit longer.
