If your PC is properly grounded static should be impossible. And it should be grounded through your PSU.

 

So perhaps your PSU isn't grounding properly, maybe not being in contact with your case at all.

Well could be that OP is being statically charged, and what he is experiencing when touching the ports is him discharging through the ground that is the computer.

Don't touch them?

Good point, maybe he's just on a very fluffy carpet with woolen socks
