CS:GO Microstuttering

I've got 2.4k hours in CSGO and never had this issue before, my game has started stuttering / teleporting. I've tried a series of methods posted online in an attempt to fix this issue such as verifying integrity, Different launch options / console commands, changing my CPU 0 core affinity etc and none of them have worked or they are out dated. The stutter seems to only happen when in online games as I've tested it out on offline bot games and never stuttered. My ping doesn't move and my net graph isn't showing any clear signs of a problem. This problem still occurs after fully resetting my config file and having no launch options. This problem only happens on csgo and no other games / fps games I've managed to record the stutter here : https://youtu.be/QYRSMVBSCmo
My specs:

Graphics card: Geforce GTX 1070.
Processor: Ryzen 5 1600.
Ram: 16GB

honestly this video looks like you just stop, then turn around... 

 

can you make a video of the problem, maybe about a minute long with like*HUGE* showing of

FPS

CPU

GPU

 

using MSI Afterburner?

 

 

Because yeah, from your description and the video you'll probably just get people randomly guessing what the issue might be , as it's not clearly visible, at all, at least for me.
