So.. the answer to this problem is buy new gpu. Ok. Now, for me My comfortability limit is 2,500 rpm at 75 degrees under heavy gaming would be ok for me, is the rx 570 like that? and y e s I wear headset when I game but the pc is close to me though, I mean its at my desk. Thanks for the reply @JoostinOnline

The RPM isn't really a good indicator of the noise level.  Two fans can sound VERY different at the same speed, depending on their size and shape.  How effective they are also depends on the heat sink itself (the metal fins on the card).  I honestly have no idea how loud your card is.  Your best bet is to compare reviews for specific models (not just any RX 570, but the specific one you want to get) and look for noise levels during benchmarks.

If you're looking for something quiet but still effective at cooling, try to find a card with multiple large fans.  A lot of the noise comes from spinning, so you can run them at a slower speed for the same amount of airflow.  Your motherboard has a single PWM fan header (the CHA_FAN header on this diagram, right next to the battery), so you could also just improve airflow in the case if you have room for an additional fan.  If you have room for an additional 120mm fan, this would be an affordable option.

So... my gpu is hot, I mean not that hot, when browsing I get like 50-60 degrees on chrome with just like 4-5 tabs, on idle 32-40 degrees, and when gaming, I get like 73-80 degrees, sometimes 85, and y e s its normal but im just uncomfortable with them fans running at 2,800-3,200 RPM at 80 degrees, I even cleaned it and apply new thermal paste, and yes upon  looking to my spec its bottleneck, but bottleneck doesnt affect temps though, and no overclocking was done, I even plan to undervolt it if its required. Also give me answers that avoid financial things, Im broke :<

Specs:

Asus-EX-A320M Motherbaord

Ryzen 5 2600 3.4ghz

2x4gb DDR4 @2400mhz

1TB HHD and another 500gb HHD

800watts 80plus bronze powersupply

And my gpu R9 270x 2gb edition

Set your own fan curve with MSI Afterburner then. Your GPU isn't getting hot, it's behaving normally.  Browsers use your GPU for hardware acceleration.  For something power hungry like a 270x, that's going to produce a fair amount of heat quickly.

But the RPM of my fans, like 3k RPM pretty uncomfortable there, and it also coil whine, depends on the game

I know this isn't what you're looking for, but the only solution there is to get a more efficient GPU.  You can snag a GTX 1060 for not much over $100 pretty easy.  As long as it's not a single fan model it should be much faster and much quieter.

Yes, I plan on doing that, Im just gonna earn money, for the mean time I'll just use it for browsing, programming, etc.., not yet for heavy gaming, and I also wanna ask, Is it ok if I go for a brand new Gigabyte RX570 8gb edition? Like is it good for my current system, I plan to buy ssd too Im just gonna clone my windows to the new ssd, lmao this is my first build as 14 yr old, and not pretty going so welll XD btw thanks for the response @JoostinOnline

While the 570 isn't as power hungry as the R9 270X, all the AMD cards are less efficient.  Of course they offer more bang for your buck performance-wise too, so it's a trade-off.  If you're gaming with a headset then it probably won't be an issue at all.

powercolor red devil rx570 has 3 fans so you might want to look into that one for reviews about noise and temperature.

Ohhhhh..... the noise can vary depending on the shape or size of the fan, I see, thanks @JoostinOnline

with the rx cards try to avoid msi armor line, they have a not so efficient cooler.
