FPS issues.

I am having FPS osu yes with marvel avengers squad and the division 2. I have been scouring the inter net to figure out this issue. When I go to game requirements it says I have them all at recommend levels. Any type of info would be helpful. I already did ddu clear reinstall windows. 
 

cpu -i7 4790k

gpu GTX 1080 8gb

ram 16 GB

mobo asus 585 m e

display 1920 x 1080 on 27 inch monitor

 

any type of Info would be good.
