Pc gaming - drop frames

Ethannn

hello! Need your help guys .
I have intel core i5 8400

Gtx 1050 ti  (An Lenovo pc-leagen y tower)
But I still have frame drops even on low graphics settings- even though I have 90-100 fps , is that because the company (cause it the cheapest...)
Or it cold be something else? CPU/GPU
And if yes, should I upgrade for gtx 2070 super? Or it will be the same with the frames drop?
And how can I boost my GPU & CPU?

what brand? the brand matters, as sometimes you have really bad ram chips, because the manufacturer cheeped out.
