This list slightly goes over your budget, but is highly worth it. Good CPU and motherboard with decent VRM, so you have a nice upgrade path for either the GPU or CPU, fast ram with room to expand, reasonable budget PSU, and a case with decent airflow.

 

There aren't really any good places to reduce cost here, aside from a used graphics card which I highly recommend.

Why not a 3400G setup with the option of adding a dGPU later?

That's pretty rough, that price point only has GT 1030 graphics cards or old FX CPUs, both of which will screw you over in the long run

can't use 3000 series APUs with B550 sadly. the naming scheme is not helpful but 3000 series APUs are using Zen +, second gen arcihhtecture, whichh doesn't work on B550. You could go for a B450 motherboard, or a 4000 series APU. Or since you picked a graphics card, you can get a Ryzen 3 3100.
