Which is better for streaming?

Probably the 3900x with 50% more Cores than the 3800xt. However both will be absolutely fine so I'd save some money and get the cheaper one. 

 

Edit: OR wait 1 week for any to announce the next generation Ryzen.

There is almost not difference.... Assuming you have a nvidia GPU, you will be using the nvenc encoder anyways. With that, you don't need much CPU headroom. 3700x would be plenty tbh.
