Weird problem with the PC

Dear pc enthusiasts, yesterday i had to reinstall windows because ESET broke my last one, and today, with everything working fine, all of the sudden my cpu cooler goes nearly silent for a few minutes and than the noise that can be heard when i power up the pc plays itself, and it has that click, and it goes to "normal". This had never happened before and i really don't have a clue what it could be. It happens sometimes randomly, its like the pc almost shuts its components down, especially noticable on the cpu cooler, and after a few minutes it like boots itself up, but the pc is functioning normally in the meantime.

GPU: GTX 1660 super Gigabyte 3 fans OC

MOBO: MSI B450 Tomahawk MAX

RAM: Patriot Viper Blackout 2x8gb 3600mhz

PSU: Be quiet! Straight Power 11 750w Gold

CASE: Cooler Master MB600L

HDD: Toshiba P300 2TB

SSD: Adata 256gb
