Using a bootable usb i see all devices and m.2 unallocated but no boot device in uefi

If your M.2 drive is a SATA one, it might be using the same SATA lane that's currently occupied by your HDD or 2.5" SSD. I would unplug all of your SATA drives and just leave the M.2 in to see if it gets detected afterwards.

Did any of the drives have a previous Windows installation? If so, which ones? I'm a bit confused by your first two comments.
