Games, programs or workloads that it will be used for: casual gaming and some Adobe Illustrator work

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): I'm looking to build a system that will last for 5+ yrs and provide 1440p gaming.  Not looking to get the 'best' but looking for the best value at my budget.  Doesn't have to be built right away... I'm waiting to get my hands on a 3070 before I purchase any other parts.

 

Biggest question is whether I need a cooler if I'm not going to overclock, but I'm also looking for feedback on whether I can get better value at other parts.

wait to hear about zen 3, rumors are quite impressive, even if we just see iterational improvements it should be nice

I'd wait to see what comes out of Zen 3, but you have a pretty decent system.

 

But since you care about value more, I recommend looking at looking at the be quiet! Dark Rock 4 cooler. It's about $25 cheaper and performs on par or better than many AiO liquid coolers, and it will probably last longer, too.

 

If you're primarily playing in 1440p, the Ryzen 5 3600X may be a decent, cheaper alternative - about $50+ cheaper plus the motherboard.
