Change cursor on program load

Is it possible to change my windows cursor when I open a program?

 

Say for example I want to use a different cursor when opening a game, how whould I go about doing this?

Do you need to change it back when you close the target program? Does it need to change dynamically based on what the window under the cursor is (for example, if you are running windowed mode, or Alt-Tab out of the game)? And are you loading in a different system cursor, or a custom cursor?

i'm thinking like a 'profile' that can be applied when a specific program is focused. i would want the cursor to change based on what window/application is currently focused, regardless of the mode it's running in
