Buzzing ground noise

My silverstone 650watt 80+Gold psu has been having some humming ground sound for some quite time now. Tho it would go away eventually. It does this sound even tho i turned the pc off and i even flipped the psu switch to off and it still does this sound. It goes away when i turn off the power for the power outlet. I was wondering if its a psu power cord issue. If it is, any good power cord replacement will do right?
