After I click refresh on desktop, there's delay for apps to be shown on the desktop.

What version of what OS has a refresh button for apps on it?

Again, still confused.  I see that it's there, and I guess I've noticed it for years, but who uses it and why?

 

You may simply need a reinstall of Windows if icons are needing to be refreshed and subsequently slow to do so.

 

I have never had an issue even remotely like that.  I make an icon, boom done.  I move them, boom done.  Even on the worst hardware I have come across, never any delay or need to refresh.
