RX 570 performance issue

Hey i have a Gigabyte RX570 4gb card. For the first few months it was working well. But For the past 6 months i have been facing an fps issue. I am getting less than 30fps in games where i am supposed to get 75+. 

My PC Specs are:

Ryzen 3 2200g

Corsair vengence LPX DDR4 3000mhz 16 gb Ram (8gb x2) dual channel.

Gigabyte Radeon RX 570 4GB

ASUS gaming EX:A320M motherboard.

250 gb ssd ed green

1tb segate barracuda hdd

Corsair VS450 PSU

Corsair  carbide spec 05 case

 

I upgraded my monitor from a 1366x768 to 1920x1080.

I upgraded from 8gb ram to 16gb ram

I upgraded my case from an old office pc case to the corsair carbide spec 05.

 

My GPU's clock speed is at 300mhz even when i am playing a game.

How do i solve this problem? Please help.

 

EDIT: On some days i get really good fps but on the rest i get bad fps

Do you have afterburner installed? If so have you bumped/played with a setting thats forcing your clock speed down. Also what are your temps ingames

Are you using the GPU while playing or the onboard vega graphics.

What temps are you getting.   Had this happen with an r9 280x, turned out one of the fans seized up.   

I refuse to read threads whose author does not know how to remove the caps lock!
