Good RGB fan controller And fans

I am looking to get good RGB/fan controller. I've bought the upHere fans for myself. They look great but the controller is shitty and the airflow is not great. Since I have a TU-150 for case with only 4 fans slots (5 fans because I have a push pull AIO) I would like to have more airflow. So I would like to find fans that will not ruin me (LL120 not an option) with a good controller.

 

My plan is to give my upHere fan to my stepson (his fans have been dying one by one lately) but his motherboard is 12V RGB so I would like to find a controller with USB compatibility to make it possible for him to use ARGB. It would be best if the fan kits I order for myself have a good controller coming from it. I am ready to pay around 100$ CAD for 1 kit.
