DistributedCOM 10016 problem

The application-specific permission settings do not grant Local Activation permission for the COM Server application with CLSID 
{2593F8B9-4EAF-457C-B68A-50F6B8EA6B54}
 and APPID 
{15C20B67-12E7-4BB6-92BB-7AFF07997402}
 to the user DESKTOP-AIM1LM6\Neuroze SID (S-1-5-21-772059266-2448536198-281081109-1001) from address LocalHost (Using LRPC) running in the application container Unavailable SID (Unavailable). This security permission can be modified using the Component Services administrative tool.

 

My pc has been acting weird, I have other topics of why my internet suddenly (connected via ethernet) but when I connect via a WI-FI dongle it doesn't. Anybody can help me with this?

 

Solutions that worked but only for a day or so:

  • Static Ip
  • ipconfig /flushdns
  • Factory Reset Router
  • Disabling IPV6 and only using IPV4
  • Checked for Viruses and deleted the detected malicious applications
  • Checked if IP Conflict was the problem but it wasn't

and now as of 10:46 PM PST, I reconnected my ethernet and it works but it will crash again.

 

is this my onboard LAN Card going bad now?

 

or is there kind of malware inside that  I need to reinstall Windows again for factory default settings?
