weird USB behaviour

If I connect my seagate external HDD to my motherboard's USB 3.1 (10 Gb/s) it keeps disconnecting and reconnecting if I connect it to my case's front USB 3.0 (5 Gb/s) it works perfectly

If I connect my phone with a USB 2.0 cable to my case's fron USB 3.0 it doesn't recognise the pc and only charges, if I connect it to my motherboard's USB 3.1 it works perfectly

what could be the cause of this ridiculus issue?
