Enabling Cloud Saves or Sync

Okay, so I upgraded the Mobo and after that I lost all my settings for all my games.... well at least for Red Dead Online.
It made me have to go back and reset everything, it asked me if I wanted to enable cloud saves, but I didn't.
And now, everytime I Start the game, it makes me reset all my settings back to what they were.
it ALSO defaults to the Wrong Monitor, changing it to the right one only works until I shut the game down, and then it goes back to the Portrait monitor if I restart it.
Sometimes it even puts the game into Portrait Resolution in the center of the main screen.

I looked up a way to enable cloud saves, idk if this is even the issue, and the option to turn it on isn't even there for me.
Like the update tab only has the option for Automatic Updates, or Background downloads?
