Need a program for taking Notes ( Linux )

That will be entirely dependent on the driver, touchscreen, and stylus. It will mostly come down to the driver and how the stylus and touchscreen work with each other.

You can look at Xournal++ there really isn't a whole lot of support for touch input or styluses throughout linux. I however don't know how Windows compares.

For drawing, Krita has excellent stylus support imo, atleast with wacom devices.

I own a Lenovo Think Pad Yoga ( 2 in 1device ) that has a touchscreen and pen  built in). Currently I am using Ubuntu as an OS 

is there a program for taking handwriting notes and  drawing ( nothing fancy) like on an IPad
