Windows wont boot

Specs:

Ryzen 5 3600

gtx 1060 3gb

G.skill ripjaws 16gb 3200 ram

120gb Crucial ssd

2tb WD Harddrive

Prime B450M-A Asus Motherboard

 

Everything is brand new excluding gpu, the first 2 weeks everything was working good no issues until a few days ago my pc started crashing in a fresh windows installation (blue screen : clock_watchdog_timeout) Every time i boot the pc. After a few times trying to fix the issue the pc doesnt want to boot it stucks at the windows logo loading screen, i cannot get into startup repair or safe mode, I cannot even install a new fresh windows because doesnt load the set up menu, it just keeps loading for ever. I tried reseting the cmos but nothing. I change the ram, motherboard hard drives to new ones but still wont boot.

Unplug power

Clear CMOS

Take out CMOS battery, put it back in.

 

Press power button for 30 sec

Plug in power

Restart

See what happens

OK, take out 1 of the RAM sticks and see what happens, try different slots and RAM sticks.

Ok, disconnect the HD.

Reboot, see if you can get into the bios
