Other details I am looking for confirmation that this build is indeed good for an RTX 3080, and looking for any further suggestions on this build.

Why intel? pcie 4.0 is only on amd which is a feature that the rtx 3080 will support.

Decided to try and rework the build for AMD, will this build support PCIE 4?
 

Also, will switching to AMD over intel be a problem performance wise? I’ve heard Intel is supposed to be better for gaming.

Any AMD ryzen 3000 series cpu with a x570 or b550 motherboard will support pcie 4.0. That said ryzen 4000 is coming really soon, so hold out a minute and AMD might release an even better CPU for all situations.

Intel does have the gaming crown, but at some point you're spending money on diminishing returns. Would you spend $200 more for 5 more fps at 140+ fps before? I personally recommend pocketing the money and spending it on games or new peripherals and the like. There's a lot you're spending on that you could potentially cut down on, so much so you're in rtx 3090 territory with the right cuts in the right places.

Look at the games you want to play and check some CPU benchmarks on them to see if they prefer single core or multi core performance and which CPU provides the best result for that situation, or if there's even a difference at all and if you can pocket the money.

Think I'll just go for the Intel build if the AMD chips aren't out by December then, should I be explicitly worried about not having PCIE 4 if I go for Intel?

I don't think you should be inherently worried, and there should be a plethora of content on pcie 3 vs pcie 4 when the cards launch so you should be able to make a much better educated decision at the time for which cpu platform works best for you.
