Suddenly having gpu utilisation issues

Hi

 

So prior to today I have never had an issue like this before

 

I've got an i7 8750h and GTX1060 for reference.

 

So in games I am not only getting about 35% ish use from my gpu with stuttering and lag. All the CPU cores are bellow 30%. 

 

This is a new issue and seems to be across all the games I have tested so far.

 

Everything is up to date, Ive turned off any power management stuff (or more correctly, check it was off. And it was)

 

Any ideas?
