I recently built a new system and it's not running quite right and I can't quite figure out what part might be the problem...

ROG STRIX z490-e with i7-10700K

Corsair RM850x with CableMod cables
G.Skill Ripjaws V F4-3600C16D-16GVK

Samsung 970 EVO Plus M.2 1TB SSD

EVGA RTX 2080 Super

SoundBlasterX AE-5

 

For the most part the system runs normally, although I feel like it's not as fast as I would expect it to be.  What's strange is that when I shut down the computer, it seems like just as the system is about to fully shut down, it acts like it fully loses power and sometimes immediately turns back on.  I also notice a low buzz/beep on the speakers the moment the system shuts down.  Assuming it does shut down, and doesn't immediately power itself back on, I notice that WoL doesn't always works, as if the NIC sometimes isn't getting power in the shutdown state. Since then, I've started to notice artifacts on the screen, small horizontal white lines flicker on the screen once in a while.

 

I suspect that there's something wrong with the motherboard or the PSU, but I can't isolate which component I should try to replace...  Both are kinda expensive to be buying replacements for and find out it wasn't that part that was bad.  Is there any further troubleshooting I can do to figure out what's not working?  I've recently tried reseating everything except the CPU, so the RAM, GPU, sound card, and all the power cables have been taken out and put back in.

Looks to be related to the video card (EVGA RTX 2080 Super).

 

Your CPU should have iGPU capability. For starters, remove the video card and run the PC using the Intel UHD Graphics 630 from the HDMI port on the motherboard. See if that clears up all the issues you're experiencing.

It could be the PSU or the SoundBlasterX AE-5.

 

Worst case, it's the MB (could always update BIOS and clear CMOS settings). I can't imagine the other components causing issues.

 

Try removing the sound card. That's easy to isolate as a potential culprit.
