Cheap PC

Budget (including currency): As cheap as possible. 

Country: Somewhere in europe doesn't really matter.

Games, programs or workloads that it will be used for: My only requirement is to run gta v at very high 1080p 60fps 

Other details It would be great if i could just upgrade an old office pc. I wouldn't mind to build it from scratch if it would be cheaper. I can use used parts but would rather use new ones.
