did you try stress tests like unigine heaven?

 

you can also try DDU-ing the driver and re-installing them in safemode

Embarrassingly only fortnite yet I've tried running a heaven benchmark and got 3775. already did DDU didn't do much

check your CPU clockspeeds and temperatures under load

just did a heaven bench mark frames are fine 4017 score. stil stuttering in fortnite and low in other games
