Is it considered illegal?

My friend owns a bunch of SNES,sega mega drive,Xbox, wii and wii u original games. 

But he hasn't opened them all brand new, but he uses an emulator to play the same games on his own pc. 

Is this illegal or is it still considered fair use?

Depends where you live. Technically yes, in most places. However, nobody is going to go after you if you actually own the games. They tend to go after the people ripping and distributing instead - when they bother.
So as long as you aren't sharing them, and only "obtaining" them, then you likely don't have to worry.

We live in Singapore we don't share the games but I do go to his house to play SNES games with him every do often.

If he sourced them online it could be "illegal", the theoretical legitimate way to do it is to essentially copy the game from the disc on to your PC and play those, but to be honest I don't think Nintendo, Sega or Microsoft actually give a flip about that, they mostly target websites that distribute this software. I mean I've never had anyone I knew get sued or anything for sailing the seas (if you know what I mean)
