Yes, this is normal. It was meant for a now deprecated -5V rail wire.

Corsair CX650 the 24- pin came like my first pc dont know if this is right, aprecciate if anyone could tell me if its normal, there's one hole with nothing

The 24 pin ATX connector looks the same an all modern PSUs, nothing to worry about here. But if your PSU is poor quality, that's another problem.
