My gpu usage and fps aren't stable

Hi everyone. I am having a problem with my gpu usage lately. When I play games the gpu usage isnt stable for example when i play cusine royale (stored in my hdd) it runs at 75-90% but every 5 minutes or so it drops to 45 maybe even lower and my fps drops from 140 to about 80 and it isnt the only game. The same happens to valorant (stored in m.2) in wich my gpu usage drops from 45-50% to 14% and the fps from 240 to about 100. All the numbers i've got came from msi afterburner. My pc build is brand new just build it 2-3 weeks ago. (Alredy have downloaded all the newest drivers even with clean instalation except of newest bios and i have done both stress test at my gpu and my cpu as well as checked for failures at my hdd and my ram)

no problem at the tests except from my gpu whic did the same thing as it does in the games form 95% it droped down for a split second to 20% (sorry the only tests i have saved are these two)

HERE ARE MY SPEQS: Windows 10(m.2 western digital 500gb), RTX2070 super, ryzen 7 3700x, corsair vegance lpx 16 gb 3600mhz (oc) (already tried with the default setings), x570 asrock steel legend, Toshiba HDD 3TB 7200rpm

(also i have asked somone about my problem and said it might be my hdd loading textures or something but as i said it isnt happening only to the games stored to my hdd but to my game valorant which I stored to the m.2 just to test that theory. Unlikely i dont have any hdd led to see if anything is loading to my hdd when i lag)

(I dont have any antivirus instaled except of the microsoft's one)
