Nvidia is recommending a 750 for the 3080 based off you running an Intel 10900 for a CPU, which is about 2x the TDP of your current CPU. As long as you're not OC'ing either CPU or GPU or have a crazy elaborate storage solution, you should be in a very fine groove with a gold rated 650W PSU.

Quick maths, 65w + 330w + 10w (AIO) + 35 (mobo) + 25 (Misc draw) = 465w ----- 650 x 0.9 (estimated max efficiency under load) = 585 - 465 = 120 headroom.

 

As far as I understand, these should be fairly representative of overall draw figures. so while I would recommend you go up 100w to abide the Nvidia recommendation, you should be just fine with your 650, so long as you don't OC or add lots of shiny bits. I probably overlooked some more misc. power draw, so you'll probably be deeper into total draw than my figure.
