cpu is running really hot?

is this normal for a new ryzen 5 3600

ive noticed that the temps fluctuate randomly on the desktop and is sometimes really loud

in the bios it is 60 C and i dont know y

 

(using stock cooler(yes it is on properly))

I think that there is a problem with the cpu thermometer bc it is 60 C in the bios and 63 C while playing mc

HWinfo64 is the only reliable temp software for Ryzen. run a stress test and check temps using hwinfo.
