my grpahics card voltage drops down as soon as i open any game along with the core clock values... 
i found that the gpu is getting maximum of 60w power all this happens while the temp is always 77C and below
i have the gaming laptop acer predator helios 300 2019 that comes with i7 9750h and gtx 1660 ti...

That's about right. That GPU has a power draw of 60-80W. It's a mobile GPU; it's not the same a desktop GPU.
