phones? I think you mean headphones. Also ear buds are usually bad for running around but @Slick made a review on a little handy thing that makes it stay in your ear. Why not use headphones? (Real headphones not ear buds)

have no experience with these but they are meant for athletes and outdoorsy people so they dont fall out of your ears, and they arent noise canceling so you can hear your environment (like a car honking the horn) and theres a lot of different types for your price range :)

Case: NZXT Phantom PSU: EVGA G2 650w Motherboard: Asus Z97-Pro (Wifi-AC) CPU: 4690K @4.2ghz/1.2V Cooler: Noctua NH-D15 Ram: Kingston HyperX FURY 16GB 1866mhz GPU: Gigabyte G1 GTX970 Storage: (2x) WD Caviar Blue 1TB, Crucial MX100 256GB SSD, Samsung 840 SSD Wifi: TP Link WDN4800

If you're running, chances are you won't hear much of a difference between most in-ears because of the sounds around you. Comfort is probably the most important factor here so see if you can try on a few at a store near you. Otherwise I would stick to a good brand like Sennheiser or Audiotechnica for the durability and warranty.

Buy a pair of Skull Candy IEMs on the cheap and a pair of Comply Foam tips. Drape the cables over your ears and you should be good to go. No reason you can't have that sorted for $35.
