30 fps with good pc

i recently built a new pc with: 

i5 10600k

gtx 1060 6gb (soon upgrading) 

16 gb 3200mhz ram 

My pc runns many games fine but not fortnite. I average under 30 fps with constant freezing, ive tríed different settings but there is only a small fps difference, 

I opened task manager and realized that fortnite only uses 7-13% of cpu and 0-7% gpu. Ive made fortnite to high priority but nothing changed. Any clues?

Fortnite maybe limits your fps to 30 either sett fullscreen windowed or fullscreen with desired fps limit

its not capped sometimes it can jump above, forgot to mention, but when i pay cs i get around 180fps and have good ping but it stutters. The stutters are pretty bad and very frequent

What hdmi / displayport are you using?

Version doesn't matter, are you on latest drivers and what is your fortnite settings (take a screenshot)
