Actually, AMD claims anything up to 110C junction temp is fine. Personally, that feels way to high.

 

I seriously doubt the issue is thermal paste though. That card is new enough that the thermal paste shouldn't need replacement, so unless it was just jacked from the factory, repasting shouldn't be necessary.

 

A GPU doesn't live in isolation, though. What else is going on in your system? What type of case do you have? What kind of cooling do you have (size and number of fans and configuration of fans)? What are the temps on your other components? What are the ambient temps?

I have a mastercoler case dont know the model but it has 2 front intakes and i have aftermarket back fan to push out the air (old used corsair fan from freind). I thing they are all 200mm .I get around 75 celcius on my i5 9400f and 80 on rx 

in rdr 2. And i have fans set to around 70%.

Well, then it looks like you have a fan issue because you only have 1 intake fan and 2 outtake fan, creating a positive pressure (more air pulling into the case than pushing out). This is most likely the reason behind the temperature issue, and there is not enough fans to push the air out, building up heat. You can go to amazon to get another fan to create equal pressure within your case.
