Games, programs or workloads that it will be used for: Most of all games like Valorant, Ark, Anno 1800, Warhammer Vermintide 2, VR (occulus rift for now, index is preordered), and maybe streaming those games from time to ime

So here comes the longer story: I just sold my Notebook for 700 Euro, I got a rig at home:
i5 9600k (overclocked to 4.8GHz right now)
16 GB RAM 3200 MHz
RTX 2070 Super
Z390 Mainboard
and like all the ofther stuff a PC needs.

I still have a GTX 1070 from before my GPU upgrade and I am at my parents home at the weekend quiet often. The Notebook couldn't really keep up, so gaming was no fun....

Now I wanted to build a second rig for my parents place since I have spare parts and maybe upgrading my main rig in the progress.

I noticed that I am maxing out my CPU quiet often. So I wanted the 9600k for my second rig and like a Ryzen 3700k for the main rig (for streaming and maybe no more lags when playing beat saber?)

Now I could get like a B450 mainboard with a 3700X and everything that is missing and I would be within budget easy, but I kinda want a nice looking rig (I just became that asus rog fanboy, already got the GPU) and was wondering what to do. 

The new board should at least have a USB 3.1 header on board for my front usb (the current one doesnt have)

What would you guys recommand? getting like somethings cheep for the second rig insteed? Or go for the 3700X? And if you would get the 3700X, what would you do for RAM, Mainboard, Cooler and PSU? 

I know its a lot of ifs and options, but since I am really unsure right now. I even thought about waiting for the Ryzen 4000 chips and saving the money in the meantime.
