So currently I have run into an issue where I stream to Twitch and I have in game ping spikes, (Normal rate around 20-40 max) and I rise to sometimes over 90 on average.

Now while sometimes when spotify is running and playing, it will be average of 47 - 53 ping. That's fine.

But my issue is when I am streaming and my ping spikes up to the 100s for nearly an hour. It will go up to 90 all the way to 300 and sometimes stay there.

I've streamed at 3650 bitrate and I've lowered bitrate to 3200 at 720p 60fps and it still has issues.

My upload speed is 6mbps.. I've been told i need to upgrade my internet.. what speeds would suffice to stream 720p 60fps with no quality hiccups? IS there any way to fix for the time being until an upgrade can be made?

what is your internet upload speed?

QOS on a router can also help a good amount here, but only so much.

upload speed is 5.98mbps and my router (Xfinity XB6 or whatever the newest router is ) doesn't offer QOS. I've tried and it doesn't have that option unfortunately.
