I just bought a used rx 590 for $100 USD and am now ordering the rest of my parts, I now have about $370 to spend on the rest of the parts. I was wondering if this build looked good.

One brand doesn't run cooler than the other. It's entirely the manufacturer's duty to make a proper cooler.

I wouldn't get a 9th gen intel, since that platform is already dead.

Here's a list I made.

 

The 3100 is faster than the 9100

 

The motherboard is way better and you can safely upgrade to something like a 3600 later

 

The memory is faster and from a more reputable brand.
