Not mandatory but good to ground yourself every so often when working or to use an antistatic bracelet if you want to be careful.

No, but I highly recommend grounding yourself in any way.  Also no socks on... If you have a carpet.
Built mine on a plastic table hardwood floor and had PSU in the case right away and plugged in to be grounded.

That's how you make an anti-static workstation.  You use an anti-static wrist band.

That's the reason why you want to ground yourself periodically, having a bracelet will ensure no static is built up when you are working with potentially sensitive electronics. For most working on a non-carpeted surface and occasionally touching off on the casing of a grounded device is alright, usually you can do this by connecting your power supply to the wall but leaving it turned off and just touching off on the metal casing.

Modern components aren't as susceptible to static electricity as they once were. You can just work at a normal table, preferably not on carpet, and you should be fine. Jay from Jayztwocents did a build on carpet a few years back just to trigger people. I just touch something metal like the case before handling a component, and never had any issues.
