I am having a problem that I never have seen before. 
TL:DR - old mobo wouldn't post, got a used one and decided on a clean install however it won't complete. Keeps freezing at different stages.

I build my system on boxing day 2016. It looked like this:
Intel i7-6700k
Asus Z170-A
32 GB of Corsair DD4 2666Mhz
250 Vertex 3
EVGA GeForce GTX 980 
Seagate 1TB

Along the way to March 2020 I made the following hardware upgrades:
Vertex 3 to Samsung 500GB SSD to Samsung m.2 1TB with the SSD now used for additional storage.  GTX980 to EVGA GEFORCE RTX 2080ti (had an issue and their customer service is amazing)

In March of 2020, my computer started not posting. The board would get stuck on the boot LED.  Till this date, I had Asus overclocking enabled. So, I cleared the CMOS, setup the computer without any overclocking to the CPU. XMP was still enabled. Had no issues for a month, then the posting error started again. And again, it got to the point that the system would not boot. I tried to clear the CMOS however it did not resolve the issue as last time.
I took to the internet and found a used EVGA Z170 Classified K. I received it on Friday. That evening, I swapped out my old mother board for the new one and started thought, this would be a great time to have a clean install. I formatted my m.2, and started the installation process and went to bed. I awoke and found the process at the final stage (after windows has been loaded to the machine, before setting up user name and password).  With the first two screen flow inputs the system presented a blue screen.
As this install proved unstable, I tried to reinstall windows. However, the second time around the process stopped mid-way and presented me a blue screen (this is before the first reset and windows is has not yet been loaded; I’m getting a blue screen).
I then proceeded to troubleshoot my problem. I tried using a different USB key to install Windows. I updated my BIOS. I tested my memory (took six and a half hours). Nothing is working in windows will not complete the install. I've tried looking up this hair online however came short with options such as disconnecting my mouse and re-seating the entire computer.

 

Does anybody have any thoughts as to what this could be?

To take a picture, I went through the process again. This time the installation finished and I proceeded through the initial setup. Go figure. At the account section it froze and I got this blue screen. Seen this and kernel error but not sure exactly as when I scanned the barcode to go to Microsoft website it told me nothing except take it to a professional. 

 

BTW, the data collection won't complete ever.

I kept researching, and led myself to remove most of my RAM (left one one of the 8GB sticks of 4) and under clocked my processor to 2.55 GHz and my memory to 2000 MHz. Windows installed just fine. No errors. Registered and activated. Anyone know why? The system seems stable now. Keep everyone posted.

So I know went into the bios, set the processor into it's default (except disabled speedstep), set the member speed to recommended 2133 (as per intel) and ran CPU diagnostic, Pi, etc, I also ran 3D Mark.  System is super stable, no problems.  Can't figure out why I went through all this.
