Hello guys i cannot decide which one to take and I want your help your opinion 

1. Samsung 970 pro 2x 1TB total 2TB

I have two m.2, 500gb at 75% and 1tb at 70%, in my system with just games, a few random programs and OS. I have a few HDDs with pictures/video as well.

 

I don't need all of the games installed at once, but it's sure nice to have them ready if/when I want to play them.

 

Data adds up very fast.

Just buy a nice big 1tb NVME SSD to install your OS and programs on, and install your games on a nice big 4tb HDD

If you need to save money, definitely. But I don't mind spending the extra for SSDs performance and silence.
