RX580 Reaching extreme temps in Idle

Hey Guys!

 

I currently own an XFX Radeon 580 GTS XXX Edition and am having some issues. For some reason, this issue just started yesterday without any warning. Initially at boot, with no load what so ever, the temps will reach 60-70. At one point, I turned the GPU fans off to see how far it would go on idle, and it reached 90C with no load. I have only owned this card for about 3 months, and I am just confused as to what the issue is. At the time of typing this, my fans are at 50% power just to keep it at around 55C.

 

I have reinstalled drivers, cleaned it, re-evaluated my fan curves, all the the typical things. My room temperature is good, if not excellent since It tends to be chilly in a basement. 

 

Does anyone have any suggestions?

I know that is a method, but why would I need to do that just after 3 months of use? And how to go about that, this card doesn't seem to be the typical just unscrew and go

May have been sitting on the shelf for a while before you got it. Or maybe it wasn't pasted correctly to begin with

Reset your tuning profile - its possible the voltages went wacky or something

I attempted that, factory reset even, and still no shift

I opened up the card and this was the result, does it look in need of repasting?
