Games freezing for a few seconds every few minutes.

As the title says, a few of my games keep freezing for around 10-20 seconds every few minutes. So far it's only happening on Smite and in PvP on WoW and it's only started happening in the last couple months.

 

My ISP, Kingston Communications is a rather terrible one, our internet cuts out/in constantly during the day and is never up for more than an hour at a time past 8pm :(, sadly though my parents refuse to actually do something about this. So is what's happening, happening because of KC, or would there be something I could do on my end? Router is fine, it's been replaced several times in the last few years because of these cut out/in's and I use a usb wireless dongle to connect to it.

Does this happen when you are playing any offline games?  Can you be sure that it is your internet connection that is causing the problem?

Does this happen when you are playing any offline games?  Can you be sure that it is your internet connection that is causing the problem?

 

It only happens online, and it feels as if I'm desynced with the server/game, for example in WoW I'd try to cast an ability or get on a mount and nothing would happen, my character would just be stood there until a few seconds later when presumably my client catches up and I start casting. Outside of PvP though I've not had this issue once other than Smite.
