Weird Problem Affecting Several Applications

Okay, so for a while now I have been having several issues and just recently I've realized that they occur at the same time.

 

The first problem I encountered was not being able to rearrange or pull out tabs to a new window in Chrome.

The second problem was not being able to click the save file button when downloading using Firefox.

The third problem is that auto scroll gets disabled in several applications such as Chrome and Discord.

And finally, maybe the weirdest is when booting up C&C Remastered I get a constant ticking noise, almost like the menus are being constantly scrolled through.

 

I'm almost certain at this point that its some kind of hardware/driver problem but there's nothing to be found so far on google about what it could be.

I've tried wiping the drive my windows is installed on and the only temporary solution seems to be to restart my PC until the problem doesn't occur. Any help with this would be greatly appreciated.
